NYSDOT's online Highway Work Permit (HWP) portal is called PermiTrack. This system is used for ordering and renewing HWPs in New York State.

NYSDOT issues permits for utility installations, fiber optic installations, small cell (5G) installation, commercial and residential driveways and access, other non-utility work, and special use permits, including parades, speed contests, and motion picture/television filming on state highways.

New users of the system should follow the guidelines below to set up an NY.gov ID in order to access PermiTrack.

Below are a list of Frequently Asked Questions (FAQ), which will be updated and added to periodically.

Developers, utility companies, municipalities, residents, and others desiring to conduct activities within the state highway right of way—anyone who plans to do work on any part of the state highway system, its properties or rights of way, must obtain a permit.

Some typical examples of this work include permanent or temporary driveway installations and related improvements; drainage work; sign installations; erecting banners across a state highway; land development; landscaping and plantings; and the various activities of utilities in maintaining and installing lines and equipment on the right of way.

Permits are also required to use the highway for any activity other than normal transportation.

The online permit system, known as PermiTrack, is currently used to apply for permits for all utility work and for installation of fiber optic cable.

It is also used to apply for filming permits for television and motion picture production on state highways.

Applications for residential driveways and commercial access will be available later this year.

Highway work permit fees vary depending on the type of permit. Most permit fees are a modest flat fee for processing, while others consist of a base fee and a unit fee depending on linear feet of installation. Major commercial development fees are variable and are based on the hours of design review involved.

An applicant needs to first obtain a NY.gov ID username and password before logging in to PermiTrack. Once logged in for the first time, the applicant will then register their organization account.
